These zesty little bites are a perfect afternoon snack or quick appetizer. You can make the bulgur mix ahead of time and assemble them just before serving.
Bring water and bulgur to a boil in a medium saucepan over high heat. Reduce heat, cover, and simmer 12 minutes.
Meanwhile, combine the remaining ingredients, except the cucumber, in a medium bowl.
Drain bulgur in a fine-mesh sieve and run under cold water to cool quickly. Shake off excess liquid and stir into the tomato mixture.
